If the icon won't respond at all then try rebuilding the icon cache: If that doesn't work open File Explorer (file folder icon on Task bar), browse to the Desktop or whichever location the shortcut is in, right click it there to Delete. Where exactly? Is this in the Start Menu which pops up when you press the Start Button at left end of task bar, or on the Desktop area above the task bar?
